    Telemedicine and primary health: The virtual doctor project Zambia

    This paper is a commentary on a project application of telemedicine to alleviate primary health care problems in Lundazi district in the Eastern province of Zambia. The project dubbed 'The Virtual Doctor Project' will use hard body vehicles fitted with satellite communication devices and modern medical equipment to deliver primary health care services to some of the neediest areas of the country. The relevance and importance of the project lies in the fact that these areas are hard-to-reach due to rugged natural terrain and have very limited telecommunications infrastructure. The lack of these and other basic services makes it difficult for medical personnel to settle in these areas, which leads to an acute shortage of medical personnel. The paper presents this problem and how it is addressed by 'The Virtual Doctor Project', emphasizing that while the telemedicine concept is not new in sub-Saharan Africa, the combination of mobility and connectivity to service a number of villages 'on the go' is an important variation in the shift back to the 1978 Alma Ata principles of the United Nations World Health Organization (WHO). This overview of the Virtual Doctor Project in Zambia provides insight into both the potential for ICT, and the problems and limitations that any 'real-world' articulation of this technology must confront.Telemedicine, Satellite, Primary health, Alma Ata

    Design and application of convergent cellular automata

    Systems made of many interacting elements may display unanticipated emergent properties. A system for which the desired properties are the same as those which emerge will be inherently robust. Currently available techniques for designing emergent properties are prohibitively costly for all but the simplest systems. The self-assembly of biological cells into tissues and ultimately organisms is an example of a natural dynamic distributed system of which the primary emergent behaviour is a fully operational being. The distributed process that co-ordinates this self-assembly is morphogenesis. By analysing morphogenesis with a cellular automata model we deduce a means by which this self-organisation might be achieved. This mechanism is then adapted to the design of self-organising patterns, reliable electronic systems and self-assembling systems. The limitations of the design algorithm are analysed, as is a means to overcome them. The cost of this algorithm is discussed and finally demonstrated with the design of a reliable arithmetic logic unit and a self-assembling, self-repairing and metamorphosising robot made of 12,000 cells

    Using quantitative analysis and reflection techniques, we examine employee perception of leadership style and perceived results within organizations based in Whistler, Canada. We are primarily concerned with results in terms of organizational culture towards 3 key stakeholder groups, customers, community, and employees. The observed differences in results between transformational and transactional leadership provide a basis for enriching the mapping of leadership style to desired outcomes
